Where Lombok has a detailed plan

Nine areas of Lombok have an enacted RDTR — a detailed spatial plan drawn at 1:5,000, with sub-zones and building coefficients on each block. Each was enacted separately, by its bupati, or by the wali kota in Mataram. The code after each name is the one ATR/BPN uses on GISTARU, so you can find the same plan on the government portal.

Where there is no detailed plan

The uncovered part of Lombok is much larger than the covered part, and it includes places people buy land in every week. There is no RDTR for the Gili islands, for Praya, for the southern half of the Sekotong peninsula, for Sembalun or Tetebatu, or for most of the interior and the far south-east. In all of those the plan that applies is the kabupaten RTRW.

The tool still answers in those places. It reads the RTRW instead and says so, which is a weaker answer honestly labelled rather than a confident one that is wrong.

RDTR and RTRW are not the same plan

The RTRW is the kabupaten-wide plan, drawn at 1:50,000. It divides the whole regency into broad bands: settlement, farmland, protected forest, tourism. At that scale one millimetre on the map is fifty metres on the ground, so an RTRW reading cannot tell you which side of a zone boundary a 900 m² plot falls on. It is a planning instrument, not a plot-level answer, and treating it as one is where most zoning mistakes on this island start.

An RDTR is the detailed plan for one designated area, drawn at 1:5,000. It carries sub-zone codes on individual blocks — R-2 and R-3 for housing at different densities, K-1 to K-3 for commercial, W for tourism, P-1 for food-crop farmland — and it attaches building coefficients to them: KDB, the share of the plot you may cover; KLB, the total floor area allowed; and a height or storey limit. Where an RDTR exists it overrides the RTRW, and the check above uses it automatically.

What the four verdicts mean

Permitted means the zone your point falls in allows building of the kind that zone is for. Restricted means building is possible but conditional, usually because the land is designated for farming and would need a formal change of use first. Prohibited means the zone rules out building outright: setbacks, water bodies, road reserves, protected forest, cemeteries and the green open-space classes. Not yet mapped means no plan polygon covers that point in the data we hold, which happens on newly reclaimed ground and at the edges of plan boundaries.

Two things catch people out. The first: a zone can be permitted and still be the wrong permission. Commercial, office, public-service and industrial classes all read as permitted because building is allowed there, but a dwelling is not the allowed use. If you are buying to build a villa, the classes you want are the housing ones and the tourism zone, not simply anything green-lit.

The second is zona hijau. Green on an Indonesian zoning map is the prohibited class, not the permissive one. The RTH classes — jalur hijau, taman, rimba kota, pemakaman — are open space that must stay open, and a plot inside one cannot be built on at all. Agents sometimes describe a green-shaded plot as "zona hijau, so it is still nature, very quiet" without mentioning that this is exactly the designation that stops a build. Farmland green is different again: restricted rather than prohibited, and convertible in principle, but only through a process that takes real time and does not always end in a yes.

None of this is a permit and none of it is legal advice. A zoning reading tells you what the plan says about a location; a build still needs KKPR and PBG, and a purchase still needs the certificate checked. Free output here is decision-support, and it is labelled Indicative for that reason.

Common questions about Lombok zoning

Is there an RDTR for Kuta, Lombok?

Yes. Kuta sits inside the RDTR for the area around the Mandalika special economic zone, enacted as Peraturan Bupati Lombok Tengah Nomor 105 Tahun 2021. It is the detailed 1:5,000 plan, so it carries sub-zones and building coefficients block by block rather than the broad bands of the kabupaten RTRW.

Is there an RDTR for the Gili Islands?

No. No detailed spatial plan has been enacted for Gili Trawangan, Gili Meno or Gili Air. The only RDTR in Kabupaten Lombok Utara covers the town of Tanjung on the mainland. On the Gilis the kabupaten RTRW applies, at 1:50,000, and the island-specific rules on height and setbacks come from the kabupaten rather than from a plan you can look up polygon by polygon.

What does zona hijau mean on an Indonesian zoning map?

Green is the restrictive colour, not the permissive one. In an RDTR the green open space classes — green corridors, parks, urban forest, cemeteries — prohibit building entirely, and the farmland classes are restricted and need a change of use before anything can be built. A plot described as "zona hijau" is one to check carefully, not one that has been cleared.

What is the difference between RDTR and RTRW?

Scale and authority. The RTRW covers a whole kabupaten at 1:50,000 in broad land-use bands. An RDTR covers one designated area at 1:5,000 with sub-zone codes and building coefficients on individual blocks. Where an RDTR has been enacted it is the plan that governs; everywhere else the RTRW does.

Can I build a villa on land zoned for farming in Lombok?

Not as it stands. Food-crop farmland, horticulture and plantation classes are restricted: the designated use is agriculture, and a dwelling needs the land use changed through the permit process first. Irrigated ricefield in particular is protected and is the hardest to convert. Treat a farming designation as a reason to get advice before paying a deposit.

Does a zoning check replace a permit?

No. Checking the plan tells you what is designated for a location before you spend money on it. Building still requires KKPR, the conformity approval for the intended use, and then PBG, the building approval itself. The check is what you do first, not instead.
